The Fed's Payment Revolution

The Federal Reserve is quietly rewriting the rules of dollar settlement for crypto firms. In December 2025, it proposed a new "payment account" that would let eligible non-bank institutions clear payments through Fed infrastructure—without the full privileges of a traditional master account. Then, on May 19, 2026, President Trump signed an executive order directing the Fed to review its payment access framework within 120 days and establish transparent application procedures within 90. While the order can't compel the Fed to act, political backing at that level tends to clarify where institutional attention is pointing. This move doesn't happen in a vacuum: the collapse of Silvergate and Signature in 2023 left crypto firms without reliable banking access, exposing a systemic vulnerability. The Fed's proposal aims to fill that gap by offering a direct alternative that reduces reliance on fragile intermediaries.

The real-world proof came in March. The Federal Reserve Bank of Kansas City approved a limited-purpose master account for Kraken Financial, the exchange's Wyoming-chartered banking subsidiary, on March 4, 2026. It's the first crypto company in the US to gain direct access to Fedwire, the real-time gross settlement network that processes trillions of dollars daily. The account earns no interest on reserves and has no access to the discount window or intraday Fed credit. What it gained is settlement independence from the correspondent banking system—a huge structural shift for a company handling large institutional volumes. Kraken's approval wasn't automatic; it required a rigorous application process including a detailed business plan, proof of regulatory compliance, and a review of financial stability. This precedent sets a standard that other firms must meet, but it also proves the path is open.
